Newsletter configurations can be set in the Magento 2 Admin Panel on the store view level.
Newsletter subscription is available in both footer of your store and in the customer account. Additionally, the customers have the ability to subscribe to the newsletter during the registration.
Below, you can find the status of the newsletter configurations support by ScandiPWA:

DESCRIPTION
Enabled
IN PROGRESS
Determines if newsletters are enabled for the store view scope. Options: Yes / No.
Currently, the newsletter is always enabled in the ScandiPWA by default.
Allow Guest Subscription
IN PROGRESS
Determines if unregistered guests can subscribe to a newsletter. Options: Yes / No
Currently, the newsletter subscription is only present in my account therefore is not available for guest users.
Need to Confirm
IN PROGRESS
Determines if subscription requests must be confirmed. This double-opt-in method is a validation measure that prevents people from being subscribed without their consent. Options: Yes / No
Currently, there is no need to confirm subscription in the ScandiPWA.
Confirmation Email Sender

Identifies the store contact that appears as the sender of email sent to confirm a subscription request.
Confirmation Email Template
SUPPORTED
Determines the email template used for the notification sent to confirm a request to subscribe to a newsletter. Default template: Newsletter subscription confirmation
Success Email Sender

Identifies the store contact that appears as the sender of email sent to those who successfully subscribe to a newsletter.
